Under The City is the 4th level of Power Crazed Penguin. Threats on Hero are: Toxic Waste, Penguin Goon's, Penguin Henchmen, Crocodiles and Killer Croc. Threats on Villain are: Policemen and Scientist's. On Hero, you play as Batman and Robin. On Villain, you play as The Penguin and Killer Croc.
