The Penguin
The Penguin's sub allows him to commit crime from underneath Gotham Docks as well as on land. It is a fairly large, mostly black submarine with a penguin's features painted on it.
It is unlocked after completing "Harboring a Grudge", the third villain mission of the "Power Crazed Penguin" campaign.
